Estonia’s Ministry of Climate recently submitted a draft amendment to the Waste Act for approval. Its aim is to reduce the generation of food waste and promote the recycling of textile waste through a producer responsibility system by 2028.Estonia generates around 18,000 tonnes of textile waste each year.

Firms that bring textiles, textile-containing products and footwear to Estonia for the first time will have to finance the subsequent collection and recycling of the items.

In future, companies that bring textiles, textile-containing products and footwear to the Estonian market for the first time will have to finance the subsequent collection and recycling of their products, a release from the ministry said.

This requirement will also apply to e-commerce companies operating in the European Union (EU) market, regardless of their location.

The draft amendment to the Waste Act will bring Estonian law in line with the amendments to the EU Waste Framework Directive.

The ministry is waiting for feedback on the draft.

Companies will begin to fulfill their obligations through a producer association, which must create a textile waste collection network across Estonia, the release added.
