Article 26 requires EU countries to apply non-price criteria as both pre-qualification and award criteria in renewable energy auctions. These include responsible business conduct, cybersecurity and data security, project delivery capability, and contributions to sustainability and supply chain resilience, the Commission said.
The guidance is intended for contracting authorities, national administrations and market participants, providing practical clarification on implementing the requirements that became applicable from December 30, 2025.
According to the Commission, the documents address questions raised by member states and stakeholders during the initial implementation phase.
The Net-Zero Industry Act entered into force in June 2024 to expand the EU’s manufacturing capacity for net-zero technologies needed to meet the bloc’s climate and energy objectives while reducing strategic dependencies.
