China aims to widen consumer goods imports during 2026-2030

China’s General Administration of Customs of China (GACC) will step up efforts to facilitate imports during the 15th Five-Year Plan period (2026-2030) by expanding market access, improving customs supervision and strengthening services, Wang Jun, spokesperson and vice minister of the GACC, said at a press conference in Beijing.The planned measures are aimed at widening import channels and improving the efficiency of bringing more consumer goods into the Chinese market, including through customs clearance improvements, tariff-concession implementation and broader acceptance of third-party inspection results.

China is now a major trading partner for more than 160 countries and regions, with imports coming from a wider range of markets, covering more product categories and featuring a more optimised mix, Wang said, according to the State Council Information Office.

China’s General Administration of Customs will expand import facilitation during the 15th Five-Year Plan period (2026-2030) by widening market access, improving customs clearance and strengthening services.
Measures include streamlined approvals, tariff-concession implementation, wider third-party inspection acceptance and improved consumer goods imports.

For market access, the GACC will continue to innovate regulatory models and further streamline quarantine approval procedures for imported agricultural and food products while ensuring safety, Wang said. Since the beginning of this year, China has granted market access to agricultural and food products from 79 countries, while such imports now come from more than 150 countries and regions, according to Wang.

On customs supervision, Wang said the GACC will continue to streamline customs clearance procedures, reduce cross-border logistics costs and ensure fresh agricultural and food products are available to consumers at more affordable prices.Tariff concession measures under various free trade agreements will be implemented effectively, and acceptance of inspection results issued by qualified third-party institutions will be steadily expanded to facilitate more efficient imports of consumer goods.

The GACC also plans to optimise inspection measures for imported consumer goods such as cosmetics, enabling new products to enter the Chinese market at the same time as their global launches.

It will improve regulatory measures that allow imported exhibits to be converted into commercial products and support inbound consumption by further streamlining departure tax refund procedures for overseas travellers.

Wang added, “As China’s domestic economy continues to strengthen and consumer potential is steadily unleashed, consumers will enjoy a wider selection of high-quality products from around the world, while countries around the globe will reap greater market opportunities from China’s expanding imports.”
